Capability tier

A capability tier is Mintok’s 1–8 rating of how capable a model is, independent of its price or size. Capability is one axis; cost ($/M-token) is a separate one. "Cheapest capable" means the lowest-priced model that still clears the tier your task actually needs — the core of right-sizing a deployment.
